Im trying to start my Photoshop but this error keeps showing up

'The procedure entry point AMTRetrieveLibraryPath could not be located in the dynamic link library C:\ProgramFiles\Adobe\Adobe Photoshop CC 2018\ahclient.dll'

i've tried deleting achlient.dll file and re-download it.

i've tried youtube resolutions.

i've tried restarting my computer and re-installing photoshop.
