As an admin, you can directly manage which users have access to specific collections. This way, you can create one collection with standard applications for information workers, but then create a separate collection with graphics-intensive modeling applications for engineers. There are two primary steps to managing user access in a Remote Desktop Services [RDS] deployment:
- Create users and groups in Active Directory
- Assign users and groups to collections

Are you trying to do this on a live system or a lab to understand the process?
If this is live be sure you have the licensing to do so.
I assume you are trying to do remote apps.

Yes, we do have the licensing. I am doing this in a test environment. This is a very young project for me. I just want to know the "Ins and the outs" everyone here has been fantastic.

When I talk about licensing, I mean that it is different compared to installation on a local device.
I'm not really sure where you are stuck based on your message, but essentially you should create groups based on the apps you want people to have, you can only add 1 person to a group once.
As an example create the following groups
RA-Word2013
RA-Excel2013
If you tried to add a user to the same group once it would fail as they already exist, but each group adds a new icon to the users view - make sense?

I don't know why you are making multiple collections for that. You already asked if you needed to and were told no. You can only put 1 collection on a session host. Multiple collections requires multiple session hosts. You can apply permissions per application for RemoteApps

Just get in there and play around. I think you are trying to start way too complicated. Just make 1 Session Host and 1 Session collection and play with it. You are tiptoeing around every setting by asking questions here. You will learn more by just doing it. If it is a test environment, then there is nothing to break. It's really not that hard to pickup.

David is quite right, this is the reason we have test labs, and you probably are in too deep.
As the saying goes, don't try to run without knowing how to walk first.
