What VPN are you using?
Are you using Windows default VPN or third-party solution?
Check event viewer and see if there is any log related to this problem?
Open Device Manager
Find Network Adapters
Uninstall WAN Miniport [IP], WAN Miniport[IPv6] and WAN Miniport [PPTP].
Click Action > Scan for hardware changes
The adapters you just uninstalled should come back
Reboot and recheck.

1.Since we go to the full OS, for trouble shooting this issue, did we check the WindowsUpdate.log and event viewer on our client side to see if there is any error in these logs?Machine only getting stuck on dell logo if the machine is on VPN if the machine is the local network it works fine.
